  • The boy has a 5 year long list of juvenile charges where the seriousness of all of them should have put him in some sort of detention, but didn't or didn't for long. Some were violent crimes.

  • I believe that he was coming to Brownsville to visit relatives and to have other medical issues taken care of. However, one outlet, this source story, states that he came from Mexico to Texas to seek medical treatment and it does not state what kind of treatment.
